(AP) ? The night of mayhem and death started with the sound of helicopters above pitch-black fields. When it was over, the French intelligence agent who had been held hostage for more than three years was almost certainly dead, as was at least one French commando, and the home that served as the agent's final jail was destroyed. And now the Somalis living in the muddy farm town had new cause to fear the militants controlling their street.

It was too dark to see beyond the brief glow of flashlights, but noise was everywhere, said Ali Bulhan, who woke up when the earth started vibrating to the beat of the helicopter rotors. And the flashlights were abruptly extinguished when the French soldiers shot the Somalis who had turned them on to see what was happening in their town in the dead of night, said town elder Hussein Yasin.

The commandos were there to free a French intelligence agent captured on Bastille Day in 2009. The man, known by his code-name Denis Allex, was chained up, abused and moved from one safe house to another, French Defense Minister Jean-Yves Le Drian said Sunday. Le Drian said the government decided to stage the rescue a month ago, when Allex's location seemed to have settled down "in a spot accessible by the sea."

Helicopters were dispatched from a French ship that had been on an enforced news blackout for weeks, according to the French newspaper Le Point. When the commandos arrived in Bulomarer late Friday, children began screaming in confusion and fighters from the Islamist al-Shabab, which has controlled the town for years, began racing along the streets, their cell phones pressed to their ears.

"They had a terrible night as well," said Ali Bulhan, who refused to give his last name for fear of reprisal.

The local accounts, along with that of a Somali intelligence official and the French defense minister, offer a glimpse into a chaotic rescue attempt in which nothing seemed to go as planned.

"Extracting a hostage is extremely difficult," Le Drian said.

Yasin said the gunbattle started on the ground when the French commandos encountered an Islamist checkpoint. Al Bulhan said only a few hours could have passed between that moment and the time when the French helicopters stopped firing on homes and instead ferried the surviving French troops to safety "but it felt like an entire day."

French officials, including the president, and a Somali intelligence official said Allex was almost certainly killed by his captors. The intelligence official, who spoke on condition of anonymity because he was not permitted to speak to the press, said Sunday that the home where the agent was held was destroyed in the attack Saturday, and that intelligence networks "do not have any information indicating he is still alive."

Al-Shabab has offered no proof for its claims that Allex was still alive and that a wounded French soldier was in its custody as well. French officials acknowledge a missing soldier, but say they believe he is dead.

"Bullets rattled every corner," Ali Bulhan said. "Helicopters were firing at nearby homes."

The fighting took an even steeper toll on the Islamists, according to French officials and locals. Ali Bulhan said he thought the fighters had already taken away the bodies of their comrades. French officials said they counted 17 dead among the Islamists.

After the sounds of battle faded and the helicopters were gone, frightened al-Shabab fighters locked down the town, added checkpoints, arrested junior commanders for fear someone had tipped off the French foces, and seized cell phones of residents, Ali Bulhan said.

"I was told that the dead French soldier was hiding and was shot after he turned on a flashlight," he said. He did not know when, but later saw the body of a European being dragged into a car.

Businesses shut down for the day Sunday.

"It was a burial day for the fighters," Ali Bulhan said, "and a deadly day for the French as well."

Full-court press: Kentucky's struggles could cause young 'Cats to miss NCAA Tournament

Center Nerlens Noel, the most consistently successful of UK?s freshmen, said the players on the team ?have to take responsibility. Coach Cal has done a lot for us but I think it?s time for us as players to come around and start clicking.?

CINCINNATI GETS BACK ON TRACK

Delivery of NCAA allegations against University of Miami ?imminent?

Two people close to the NCAA case involving former University of Miami booster Nevin Shapiro told The Miami Herald on Saturday that they, and others as well, were told to be available near their phones Monday to discuss allegations against them in the case.

?The beginning of the end? of the long ordeal, as one person put it, is about to unfold at UM.

Another source would only say, ?It?s imminent,? regarding Miami receiving its notice of allegations.

This March will mark two years since the NCAA launched its investigation into Shapiro?s relationship with the school and more than 100 former athletes ? most of them football players ? to whom he said he provided thousands of impermissible benefits from 2002 through 2010.

Several former football and basketball assistants were also implicated by Shapiro, now serving a 20-year prison sentence for a $930 million Ponzi scheme.

Shapiro said that among the impermissible benefits he provided were cash, prostitutes, entertainment in his multimillion-dollar homes and yacht, paid trips to expensive restaurants and nightclubs, jewelry, bounties for on-field play and travel to athletes ? all first documented in a Yahoo! Sports report in August 2011.

Shapiro submitted to the NCAA a list of 114 UM players, including stars such as Vince Wilfork, Kellen Winslow, Jon Vilma, Willis McGahee, Devin Hester ? and dozens more.

Before the 2011 season, eight football players were suspended for receiving benefits from Shapiro. The men?s basketball team also suspended players before they were cleared and allowed to return.

The complete notice of allegations will go to the university, and individuals who are alleged with committing NCAA violations will receive their own notices pertaining to their specific allegations.

The notice of allegations, according to the NCAA, outlines the rules that the institution is alleged to have broken and describes the facts of the case.

UM, being a private school, is not required to make public the NCAA?s findings. It is possible, however, that the university could reveal parts or all of the allegations.

?We just want to receive the notice,? UM football coach Al Golden told The Associated Press in a recent interview. ?The day we do that is the day we take a big step forward. I don?t think there?s any question that will be a release. And the good thing there is we don?t anticipate any shock or any surprise.?

Once it receives the allegations, UM will have up to 90 days to respond in writing. Extensions are sometimes provided.

After the 90 days, a hearing is set for the NCAA Committee on Infractions.

The NCAA usually reports its findings and any sanctions eight to 12 weeks after the hearing. Miami already self-imposed two consecutive postseason bans for football, sitting out bowl games after the 2011 and 2012 seasons, as well as missing the 2012 Atlantic Coast Conference championship game.

Russia tells Syria rebels: seek dialogue with Damascus

MOSCOW (Reuters) - The Syrian opposition should make counter-proposals to those President Bashar al-Assad made in a recent speech, to start a dialogue that could end the fighting, Russian Foreign Minister Sergei Lavrov said on Sunday.

"President Assad came out with initiatives aimed at inviting all opposition members to dialogue. Yes, these initiatives probably do not go far enough. Probably they will not seem serious to some, but they are proposals," the Interfax news agency quoted Lavrov as saying.

"If I were in the opposition's shoes, I would come up with my ideas in response on how to establish a dialogue."

U.N. Secretary-General Ban Ki-moon voiced disappointment over Assad's speech a week ago that was also dismissed by the United States. Syrian rebels described it as a renewed declaration of war.

Russia which has shielded Damascus from more international pressure to end the bloodshed - setting Moscow at odds with the West and most Arab states - said Assad's ideas should be taken into account.

Lavrov also reiterated Moscow's long-standing position that the Syrian opposition's demand for Assad to quit could not be a precondition for peace talks to end the 21-month conflict that killed at least 60,000 people.

South Africa sics drones on rhino poachers

Global Post JOHANNESBURG,?South Africa?? Rangers at the Kruger National Park, one of?Africa?s best-known safari destinations, didn?t have to wait long for their first battle of the new year.

Less than a week into 2013, field rangers stationed in a section of the vast park near South Africa?s border with Mozambique found themselves in a gunfight with three suspected poachers. The men escaped, leaving behind a high-caliber hunting rifle and a bag full of rhino horns. The carcass of an endangered white rhinoceros was later found nearby.

It was an all-too typical encounter. Five rhinos have been killed in South Africa already this year, including three at Kruger park, which is home to the bulk of the world?s rhino population and has been hardest hit by the poaching crisis.

?It?s a military incursion that we are experiencing,? said Ike Phaahla, a spokesman for South African National Parks. ?You have people crossing an international border, armed.?

In its fight against the relentless slaughter of Kruger?s rhinos, the South African government is trying new, increasingly militaristic tactics, including the use of surveillance drones and army-style command of anti-poaching efforts. Will this be the year the poaching finally stops?

?We have to be optimistic,? Phaahla said. ?There are a lot of resources that have been put into it.?

Last year a record 668 rhinos were killed for their horns, a nearly 50 percent increase from 2011, with 425 of them poached at Kruger. Demand for rhino horn comes primarily from the newly wealthy of?Vietnam, where it is considered a panacea for everything from cancer to hangovers, and perhaps more importantly,a status symbol.

To buck this trend, a newly appointed retired two-star army general is now heading anti-poaching efforts at Kruger. He is tasked with coordinating efforts between field rangers, an anti-poaching unit, and South African soldiers stationed at the park.

?It is a fact that South Africa, a sovereign country, is under attack from armed foreign nationals,? Ret. Maj. Gen. Johan Jooste, 60, said in a statement.

?This should be seen as a declaration of war against South Africa by armed foreign criminals. We are going to take the war to these armed bandits and we aim to win it.?

Since late December, Kruger National Park has been monitored by a Seeker II unmanned aerial vehicle, or drone, loaned to the national parks authority by its South African manufacturer. Also in the air is a donated Seeker Seabird surveillance plane, equipped with a heat-sensing camera.

Rangers are being retrained, since their jobs have dramatically changed as a result of the poaching crisis: instead of being on the lookout for alien plants and whether dams have enough water for the animals, ?now they are faced with armed incursions,? Phaahla said.

Julian Rademeyer, a South African journalist and author of the book ?Killing for Profit,? an investigation into the illegal rhino-horn trade, notes that gun battles between park rangers and suspected poachers are frequently fatal.

?While every bit helps, time and time again it has been shown that shooting and killing poachers does nothing to help stop the problem,? he said, citing his research into poaching in southern Africa.

South African police have made some inroads in fighting the syndicates that control the rhino-horn trade. Most notable was the arrest last year of Thai national Chumlong Lemtongthai, who is now spending 40 years in jail for his involvement in the illegal rhino-horn trade ? the stiffest sentence given for a wildlife crime in South Africa to date.

But now, syndicates are shifting the base of their operations to neighboring Mozambique, Rademeyer explained, and this may make Kruger park?s problems all the worse.

In Mozambique, which has no rhinos of its own but is already being used as a transit route for rhino horn, ?it?s easy to bribe your way through,? he said. ?There?s virtually no enforcement of wildlife crime.?

Two Vietnamese men were arrested in separate incidents this week in Vietnam and Thailand, illegally transporting rhino horn believed to have been smuggled from Mozambique.

In one of the cases, police at Ho Chi Minh City?s international airport arrested a man who had just arrived off a flight from Maputo, the Mozambican capital, via Doha in Qatar. According to reports, officers were alerted by the smell of rotting flesh, and found him in possession of six horns ? a significant haul.

Rademeyer said that despite the new efforts to fight the poaching threat, the evolving nature of the illegal rhino-horn trade points to a grim outlook for 2013.

?All indications are that it?s going to get substantially worse,? he said.

Zagat has tremendous potential, but things are just too restricted at the moment. The bulk of the restaurant reviews are currently limited, somewhat understandably, to a handful of major cities around the world. This is all well and good, but when it?s compared to the likes of Yelp, Zagat is found wanting.

Google, the company that is now behind the app, claims that there are more than 30,000 restaurants in its database but that?s just a drop in the ocean on a worldwide level ? there are probably large cities with as many eateries. It?s only when this number increases ? dramatically ? that Zagat will be worth investigating.
